Sr. Advisor I, DHIS2 and JADE – Jhpiego

Responsibilities
Liaise with country and headquarters staff to ensure staff members are sufficiently trained and receive support necessary to maintain the system at all levels. Together with the Information Systems and Technology Solutions office, the Sr. Advisor will work with the JADE vendor for needed system repair, updates, and refinement. Work with headquarters and field staff in the development, implementation, and quality assurance of monitoring and evaluation systems and activities
Work with M&E and program staff to ensure quality, consistency and adherence to standards and best practices for M&E across programs, including data quality and use
Support program implementation with data-based program decision-making and preparing results reporting
Participate in development of new country programs and proposals
Contribute to the knowledge sharing and transfer process of lessons learned
Represent Jhpiego in professional circles through meetings, conferences and presentations
Prepare conference abstracts and articles for publications in collaboration with other staff
Work closely with ISTS to ensure the results reporting system is compatible with Jhpiego information system standards

Required Qualifications
Demonstrated expertise using DHIS2
Advanced degree in public health, epidemiology, statistics, health informatics or related social science
12 years’ related experience working with international donors including 8 years’ monitoring, surveillance, health informatics and project management experience
Demonstrated ability to implement information systems of varying complexity in resource-constrained settings
Knowledge of global health program strategic information, including standard M&E indicators (PEPFAR, PMI, OP, TB, OVC, MCH, FP/RH, others), surveillance systems, HMIS
Knowledge of major global health donor and multilateral organization reporting requirements and their information systems
Knowledge of routine health information systems, administrative information systems, facility and population survey data sources used to document health program
results, and related data quality issues
Ability to evaluate data systems in developing country, health sector and NGO settings
Knowledge of results management and results information systems
Knowledge of geographic information systems (GIS) software and metadata standards (ISO, FGDC, etc.)
Capacity to work with flexibility, efficiency, enthusiasm, and diplomacy both individually and as part of a team
Strong priority-setting and decision-making skills with a results-oriented approach
Strong public health programming, management and technical skills
Excellent verbal, interpersonal, written and presentation skills

Preferred Qualifications
Experience using DHIS2 tracker module
Experience using the DHIS2 web API
Experience with PowerBI (M and DAX conversant)
Programming language knowledge (R, Stata, etc.)
Field based experience in developing country
