General objective
To review the various models currently been deployed in the engagement and motivation or incentives provided to CVs in selected DFID states and programmes with focus on efficiency, sustainability and effectiveness; and to recommend the most appropriate approach to engage, retain and motivate CVs.
To identify different DFID funded programmes that use CVs, assess the current incentive mechanism, if the same CVs are used, the work load and the type of work they perform for each programme and suggest on how best we use CVs, taking in to account efficiency, VfM, sustainability etc
Specific objectives
Identify development programmes engaging CVs and mode of engagement i.e. WASH, Health & Nutrition, Agriculture, Economic growth, Governance etc.
Collate the number of CVs engaged by programmes and calculate the % of CVs overlapping on programmes
Analyse of current and past models of involving CVs by International Development programmes in selected states
a. Engagement – The process of selection and profile of CVs
b. Use – The functions and roles played by CVs, current means of monitoring / assessment of service provided and quality of service delivered
c. Motivation – current models of motivation, remuneration and incentives being provided
Evaluate the workload of the CVs providing an estimate of daily / weekly hours spent in the programme (s)
Analyse the opportunity costs of CVs involvement both for the individuals carrying out the volunteer work and for the donors/implementing partners engaging them.
Recommend based on evidence
a. A standard selection process and CV profile
b. A generic job description reflecting a fair workload for CVs
c. A ‘do no harm’/sustainable approach to CV motivation in line with VFM
d. A model for realistic supportive supervision of CVs service delivery
Expected Outputs
Final recommendation on the management and incentives for CVs including;
a. Mapping of programmes and models of CV motivation deployed
b. A standard selection process and CV profile
c. A generic job description reflecting a fair workload for CVs including their duty post i.e. Facility, Community or ward level
d. A ‘do no harm’/sustainable approach to CV motivation in line with VFM
e. A model for realistic supportive supervision of CVs service delivery

Key competencies
10 years working experience in International development
Experience of working in Northern Nigeria and cultural awareness of Northern Nigeria
Good research methods and analytical skills
Evidence of similar work done ( This should be submitted with the proposal/application)
Post Graduate degree in Social Sciences or Humanities
Working Knowledge of the Hausa Language
